I am about to launch a directory and would like to know what are the best social bookmarks that will suit a directory. Is there a rule to that?

I don't think there is a rule on social bookmarks. I am sure you can find a list on Google and submit your site to all. I know that in the past Yahoo had lists of directories and some allowed you to submit for free. If it looks like you are building backlinks too fast just to gain rankings Google will sandbox you. Best to search some SEO forums for advice, try Webmasterworld.
