In my experience, a forum is secondary to web site content.

Most people who would join a forum want more information or indeed to share information. Again in my experience a site full of information has allowed me to create a successful forum of the back of it.
I have never tried to start just a forum but i do know how hard it is, even with great web site content.

You can put you signature in most of the forums but you have to follow the forum rules so that you don't get banned.

1. to have do follow links in other forums by creating signatures
2. create a review in the forums

Big difference for both, which is why I think you're getting separate advice for each.

What do you mean "advertise a forum"? Promote your own forum or promote your website on other's forum? If you want to promote your own forum, create contents, add backlinks and join some forum communities, they will be helpful. If you want to promote your own website on other's forum, do what they told you to do, don't spam, be active and share useful information, they will be helpful.

The fastest and easy way to get quick results is to participate in other Forums and Social networking sites where you can easily connect with more people and tell them about your forum and its unique features.
