Governor Brown is expected to sign the bill today which would repeal the Affiliate Nexus Tax for one year; it will be reinstated September 15, 2012 if a federal sales tax reform law doesn’t go into effect by July 2012. We have just learned that on Friday at 11am PST, Governor Brown is expected to sign AB 155 into law. Because this is an ‘urgency statute’, it will go into immediate effect upon the Governor’s signature.

Gov. Brown has now signed AB155, delaying tax-collections obligations of the bill for one year. Of note is one key change AB155 makes form the original law, ABx1 28: The threshold amount of total sales a merchant must have from California residents before tax collection is required is raised to $1,000,000.
Here is the statement that has been posted on the Governor's official website (note the total lack of mention or concern for affiliates and the assumption that a federal can be approved within a year): Quote:
