I am trying to find out whether there is a way to calculate the 'exact' Google Adwords Content Network Quality Score. Heavy emphasis on exact...

We know that improving your ad text, keyword relevance and performance history are useful. Using the regular Search Network, when I add a keyword I may immediately determine the corresponding quality score. However, with the Content Network I can't appear to be able to take a keyword or ad group and be definite that it ranks at least an 8/10.
