Yikes! That'd incent people to DELAY purchasing!
It's bad to do anything that breaks the momentum of the current purchase. Best to only show something like that AFTER they've bought (on the thank-you page), and present it as a "returning customer" offer.
But even then, everyone who sees it will learn to do this:
Day 1: Buy little cheapie item to trigger sale prices.
Day 2: Buy all the rest of the stuff.
Pretty soon I could see revenue effectively falling 10% as more and more people learned to milk that setup.
A variant that probably *does* work, though, is to offer access to a special, limited-selection "clearance" area--after the original order is completed. Lane Bryant does a variation of this. The Clearance stuff is never so great that it'd cause someone to delay ordering The Good Stuff (or cause them to order some little thing just to get to the clearance items), but it's a little perk for a repeat order.
