I'm going to probably catch a lot of flak, but amazon.com under that condition. I'd not make as much overall for percentage but it's not that bad.
It's more HOW you do it than who you etc . . .

Not knowing what the new site is about, Amazon is a good choice since it covers a gazillion different products. If done right, you can make money with Amazon.

Let's say you where planning to design the site around the merchant.
Who would be the best to do it with? Based on %, quality of products, coversion rate, and quality of affilate support etc. But remember you can only pick one for the site.

Design your site around products you could incorporate into a larger vision.
A site is (or should not be) a hodge-podge of products: the site should have added value so that people will want to visit your site, buy from your site & return.

Rhia7, I do agree with regarding the content, and value of a site. I was only referring to a hypothetical site.
