I'm trying to setup a partner program with either Shopping or PriceGrabber, but I can't seem to be contacting the right department. I tried emailing them a couple times, but I don't every hear back from them.

Does anyone know who I can contact to get more information on opening either a Shopping or PriceGrabber partner program?

I spent years trying to work with them as affiliates. You have to work with them as an advertiser and pay on a CPC basis. Contact them through that channel otherwise you are wasting your time.

I'm not looking to pay or promote my website since I'm not selling any items, but I'm just providing a service. I want to promote the merchant items that are being shown through PriceGrabber/Shopping.com.

So you are saying to setup a partnership like this would be difficult to do with these price comparison sites?

Shopzilla/BizRate has something similar for publishers, but I've found their rev-share and API is not awesome.
