Telecommunications monopoly Empresa de Telecomunicaciones de Cuba S.A., or ETECSA said it would allow the general public to sign prepaid contracts in Cuban Convertible Pesos, which are geared toward tourists and foreigners and worth 24 times the regular pesos Cuban state employees are paid in.

It's always all hype and they are just finding a few ways to make the rest of the world think they are making changes. They are not.
Until all cubans are free to leave Cuba within a days notice and those here able to visit over there on a days notice, without any restrictions, visas and extra fees for the government, all said and done and printed over there will always be hype.
