IE 6.0 has had that for quite some time now. It only blocks 3rd party cookies @ default which:
    1. do not have a compact privacy policy
    2. which use personally identifiable information without your consent

As such the network cookies are not blocked as they do neither of those things.

Third-party means neither the website being accessed nor the browser are setting the cookie.

Merchant network cookies (those from befree, cj, linkshare, etc) are set when the user's browser passes through their site just before being redirected to the merchant, and therefore is first-party.
