PCs Go on Sale in Cuba for the First Time
From Wired story, and it's good news:

Cubans are getting wired. The island's communist government put desktop computers on sale to the public for the first time Friday, ending a ban on PC sales as another despised restriction on daily life fell away under new President Raul Castro

They're not affordable enough for the average person yet, just as PCs weren't for many people here when they first became available. But there will be access, even if in internet cafes, and it'll be a wonderful opportunity for people.

This was the part I was wondering about:

"Except for some trusted officials and state journalists, most Cubans are banned from accessing the Internet at home. So many of these new computers may never be connected to the Web."

If that is ever allowed, it opens up the whole world to them, which would be a good thing.

Ah, now begins the Cuban Internet Underground. Perhaps this is the beginning of a new road to freedom for the oppressed Cubans!

Agreed. Knowledge is power. And, no matter how slowly it begins, the Cuban populace will soon be gaining knowledge.

People in Cuba have been online for awhile, just not in large numbers. A travel agent in Cuba contacted me by email to ask I we could ship to him there via Canada at least a year ago. My husband has run into some HAMs from there too and they're online. Cubans haven't been cut off from the world, just from the US.
