How do you find the standard affiliate rates?

I noticed that once you receive an offer from an affiliate, you only see the commission rates that are part of the offer. Is there a way to find out the standard commission rates without rejecting the pending offer?
The reason I am asking is that a few weeks ago a merchant sent me an offer, which was actually half of the standard commission rate shown in CJ. The only reason I caught it it was because it was a high profile merchant that I knew of their standard rates.
If there's no way to find out through CJ, is it acceptable to ask what the standard commission rate is for a particular merchant or are we not allowed to talk about rate club?
The reason for this mini essay is that I got an offer today, but I don't know the standard rates, so I want to find out before approving/rejecting
