    I went to a website for info about a merchant and it popped up a window that said 'now redirecting you to...etc' - the original page I was clicking through to had the info but the excess popup seemed to act like I clicked through to that merchant, setting a cookie etc.

    It depends on the merchant.

    Usually it's a NO because the merchant wants the links to be clicked to prove that you've done your part. eBay springs to mind as a merchant that gets abused in this way, with people just randomly popping up eBay pages hoping to pick up random commission.
