Email marketing, how many leads are considered startup level?

I want to get more out of the clicks that I get from PPC traffic, because I am still very close to the break even point after almost 1 year in adwords. Now I am trying to build my 1st email campaign by luring leads with some free PDFs. The progress is very slow...
Could anyone here tell me, for a complete email marketer, what would be the list size to have SOME results which is not necessarily big.

I guess that really all depends. If you have a strong brand following then the open rate can be up to 30%. In that case any number would be good to start with. Its when your open rate is down to say 1% where you would need a few hundred to get any results.
