    the basic answer is: due to NY State feeling they are entitled to require a merchant to collect sales tax (in certain conditions) if they make an online sale via a NY-based affiliate, said merchant might not wish to keep that NY-based affiliate.

    It would not include networks.

    The significance of being a NY Affiliate is that since May, hundreds of merchants have decided to terminate all NY affiliates rather than implement a simple 2 step solution or collect/remit NY sales tax.

    Since this thread is only about being added to a list of NY Affiliate Friendly merchants, it might be better to start a separate thread with your questions. A separate thread would get more attention as some wont read through this thread because it doesn't apply to them. As Loxly said, you really need to read through the threads here to educate yourself on the subject. Although it does not affect networks directly, it does have an impact on affiliates from NY and you owe it to your affiliates and merchants to at least be educated enough to provide guidance. A large part of the problem has been, and continues to be, a lack of knowledge. Networks should be assisting their merchants in making educated decisions. Merchants should want to take the time to make informed decisions and not a panic based one. It goes without saying that affiliates need to be informed.

    Many here are more than happy to try and answer questions on the NY tax issue and can provide anyone with additional resources and referral to legal counsel.

    Split out per Mellies suggestion. For a retail network, there is a lot of impact, for a CPA network there isn't unless you start running pay per sale offers.
