The three major search engines came together to allow users to point out their preferred version of a url. As Matt Cutts explains in this video, this format offers users more control. It has nothing to do with duplicate content on different sites.

It's only a way of letting the search engines know that, for instance:

    http://www.mydomain.com/

    and

    http://www.mydomain.com/index.html

    should have the same weight

    or

    http://www.mydomain.com

    and

    http://mydomain.com

so you don't end up with several versions of the same page with different PRs

    not really advisable?
meaning to say it's not really advisable to post the same article to different sites? Why, this is my article and there are so many submission sites in this wide web, why the "ban in submission"?

Well, in that case if that's what the article is about, I have taken care of that in my .htaccess file so I don't have any canonical issues in all search engines, not only in Ask. That is the first thing I do when I start a new site

I'm doing the same here, with every new site I'm using this method:
    RewriteEngine On
    RewriteCond %{http_host} !^www\.domain\.com [OR]
    RewriteCond %{REQUEST_URI} ^$
    RewriteRule ^(.*) http://www.domain.com/$1 [R=301,L]
