    Gov. Deval Patrick’s free wheels for welfare recipients program is revving up despite the stalled economy, as the keys to donated cars loaded with state-funded insurance, repairs and even AAA membership are handed out to get them to work.

    As these are donated cars and the insurance, probably the minimum allowed by law is covered by the State I think it makes sense if and only if this enables a person to procure a job where they could not do so before. If they are unskilled or have no skills that are currently being called for the money would be better spent on courses that would prepare them for work in the current and future economy. I would far rather see a person working than not. If they aren't seeking work or won't work then the car should be returned to the State within a reasonable period of time. What should the time limit be? Guess that would depend on the average time it is taking a person to get work in the area the person is living in. Certainly not longer than unemployment insurance covers.
