Does Shareasale have a PPC program or is it affiliate only?

That question does not make complete sense, at least to me.

Do you mean PPC as in Pay per Click?

Then do you mean PPC, SEO, Social, or traffic passing?

I think what they mean is do they have merchants offer a 'pay per click' program or all they all on a per action program.

Yes, there are a handful that offer pay per click you generate, but there are qualifications to join them and generally they pay a penny or two per click to dissuade those who would try to game the system.

Just wondering around their site, it seems you have to get to a place where your status is upgraded so that you can post Pay per click ads.

Do you think ppc ads are not worth the trouble?

Depends on offer and amount of targeted traffic your site has.

Wow, after re-reading my post, I must have been drinking earlier this morning. Agree with FriendlyPlanetTravel and everything depends on the targeted traffic you've got. Could be going on a pay per action will generate much more income than pay per click.
