    Commission rates stated explicitly
Should a performance-based commission structure be explicitly spelled out for all to see or only a base rate? I have seen many programs who publish the base rate only and I assume keep the commission increase private for accepted affiliates only.

Example: base rate is 10%. Monthly sales over $1000 is 12% and over 1500 is 14%. Should this be charted on the affiliate program page for all to see?

If so, why do some not do that?

If the increased rate is a reward for past performance, then secret is fine. If you want the increased rate to be an incentive for future performance, than keeping it private does you no good.
