    The Department of Labor, Bureau of Labor Statistics has a very precise definition of "unemployment rate" and it has always included only people who fit their definition of people who are actively looking for work within a certain time frame and meeting specific requirements of what constitutes "looking" for work. The unemployment rate includes neither the underemployed nor other groups not in the workforce.

    Thus, the official "unemployment rate" has usually included about one-half of the true unemployed, underemployed, and unemployable, and it would seem that in the past several years, the numbers of "underemployed" have swelled considerably.

    I always wondered do they only count the amount of people who get unemployment or do they also count the people the states DENY????

    That is really a different issue. Qualifying for state unemployment benefits is a different standard than qualifying as "unemployed". You can be unemployed, be actively seeking work under the Dept of Labor definition, but not qualify for state benefits, because you quit your prior job.
