Twitter Ads n Spam Question

Most of you are probably aware of the fact that up to 20% of tweets can have affiliate ads in them depending on which ad service you run through. Works like ppc where the advertiser (probably us) can run an ad and pay per click ala adsense. This sounds ok to me and shouldn't violate any TOS.
The question I have is whether a twitter comment with a Shareasale link in it that gets passed forward is hedging on the edge. An example would be if I (or you) was to tweet a coupon code, or perhaps a well worded call to action on a pay per click merchant. Some of these tweets get passed around very quickly and in huge numbers.
Does this constitute spamming and against TOS or just web2 marketing in all it's weirdness?
Would really appreciate some comments.
