Will This Service Work For Affiliate Marketing?

I have very little knowledge about affiliate marketing so forgive my simple questions. I have a commercial truck financing company that works with customers with bad credit. To put it another way I finance 18 wheelers for guys with bad credit. There's a lot of margin in these deals and would love to expand through affiliate marketing. There is about $800 that an affiliate can make on a closed transaction. The problem is our deals are handled over the phone, etc. The transaction does not take place through our website channels. In other words it can't be tracked in the same way an e-commerce site works. It would be based on trust.
The other way to do it would be to pay affiliates based on completed online applications (about $10 per app).
Do any of you knowledgeable folks have any opinions on how this would/could work and if so where do I go from here?

Put your site at SAS. They offer phone tracking there. The phone number on your site has an ID code by the phone number. When you get a phone call ask the customer what the Id number by the Phone number is and the affiliate gets credit for the sale.

SAS also offers offline marketing via phone with a sliding scale for the value of the call. A 1 minute call might only pay 50 cents, but a longer call would be higher and a productive call, well, that's your call.
