Can anybody recommend a good webmaster community with an ezine or frequent articles on basic stuff like design, usability, and trends. My knowledge is all dated from when I learned HTML in 1997 so I think I need to get up to date.

Also, I want to learn about how people use databases to update their web content but I know nothing about them. Any site recommendations? Thanks.

webmonkey has always been the first place i go when i need website assistance. i believe they cover the broad spectrum, including programming and backend functionality, which'll include some articles on databases. You'll probably want to check into mysql if you're gonna go the database route: free and relatively easy to learn.
