Just stuff you do on your own pages, content, text, meta tags etc. Google actually has a good pdf on SEO, should answer most of your questions - http://static.googleusercontent.com/...rter-guide.pdf

I always assumed that on page means the visible content on the page (not the meta tags).

    Meta tags too

Another way to look at it is, when you check the source code of a page, anything you see is what you can do to the page itself. The content, the tags, how it's layed out etc.

I second Trust's comments. On-page or on-site SEO is everything that you do to your web site to help it to rank higher. Off-site SEO is link building and everything you do that is external to the site.

HTML title tags, the description meta tag, the content, the site's linking structure, the code structure, etc., are all part of on-site SEO.

The description meta tag will not help a site to rank higher, but Google and others do frequently use this description for the snippet they display as the description for your site. That description can help a user to determine whether they will click on your link or one of nine others on a search results page.

There's good, fast and cheap. Pick any two.
