If i start a website do i have to bid on what position my website shows on google. or does google just find it and then lists it when ever some one uses a specific key word. How does it work?

Actually, google will probably not list your site until there is some sort of inbound link (link to your site from someone elses site that is in Google). You can get links by trading links. Do a google search with a keyword relating to your site along with the key words "add url" or "trade links" and you may find sites willing to trade links with you.

Choose good keywords, learn SEO (seo-guy.com has a tutorial), build a site, get backlinks.

Study code, particularly HTML 3.2 and 4.0.
    Keep polishing your code.
    Become a code master.
Make your pages as fast as possible.
    Dump Macromedia Flash.
For legal reasons, use .png graphics files.

I heard this first 9.5 years ago - no one's come knocking at my door yet.

Didn't worry then certainly hasn't crossed my mind since then for me to worry more.
