Can't Receive Deactivation/Reactivation Emails

I wonder if I am the only one having this problem, but I cannot opt-in to receiving deactivation/reactivation emails.
On the Mail Settings page, I keep selecting to receive emails under the column "Deactivation & Reactivation". I check the box to receive these then click the save button below. Unfortunately, it never saves. When I refresh the page after doing this, the box is always unchecked. I have no problem saving mail settings for any other column.
Is anyone else seeing this?

i stopped getting such emails automatically for a long time. i prefer log in my account to see invalid link traffic report.
