Duty Free Opt-In Viability

I was thinking about boosting our Duty Free products via email... the intention is to get only Opt-In marketers but I realize they are not easy to find, most of them turn to be merely spammers.
Duty Free catalogs are very, very wide... The question is if it will be considered spam emailing, for example, Duty Free Tobacco offers to Duty Free Alcohol customers?
I know it can be considered the same niche, which is basically Duty Free, but the products are different.
What do you think?
