I think part of the problem with not including a start year is that someone can come along and say that they created it before you. For instance, if you started it in 1999 and you just say "Copyright 2011", someone who copied it in 2005 can say they created it then and that you copied them. Just speculation, though. I'm not the lawyer.
I've always updated mine every year, but never realized there was a good legal reason to. Glad to hear that there is!
