So even the mighty Bill gets spyware.

    And hates it.
Gates: Microsoft to Tackle the Spyware Problem

I guess that's the key to getting action on something - make sure some of the pain felt by the masses is felt by those in a position to change it.

So now he's putting M$'s resources behind cracking down on it. I suspect it will be a SP3 kind of thing, as it will have to close a lot of doors that make current software flexible and easy to use (including useful tools like the Google Toolbar) in order to shut down the cheaters and scum-suckers, which will mean very longtest cycles. But at least it's a step in the right direction.

Bill hoped for an easier and cheaper solution. That the Adwhore networks monitizing spyware/adwarez would just bann all S/W affiliates from earning a dime.
