Would it be important if one program had a 2% across the board payout advantage?

This article purports a way for operators of affiliate programs to offer a 2% across the board payout advantage over competitors Moderator Note: Removed URL
Using a new payment system would enable affiliate programs to pass on an additional 2% bonus to affiliate marketers when they withdraw their earnings payments.
I am wondering if in fact a 2% across the board payout bonus on affiliate earnings would in fact be a strong factor that would draw affiliate marketers from competing programs that did not pay a 2% bonus?
So I am attaching a poll to see how people feel about this. It will be interesting to see the results.
