Keyword Search vs Monthly Visits?

On analyzing keywords what number of hits are acceptable? To many hits the competition is usually high, a low count of hits and no visitors. Is there a magical number of monthly hits that a person should look for?

I am no expert but I have been working along the lines that a potentially good keyword will have in excess of 3,000 global monthly searches using Google Adword Tool. I then click on the selected phrase to take me to Google page 1 for this phrase, then enclose the phrase in quotation marks and if I find a result where competing pages are less than 15,000 I am in business.
The bad news is I have yet to satisfy this criteria but I strongly believe these figures to represent what would be a golden keyword.
It would be great to hear the opinions of others.
