Considered freelance sites like elance, 99designs, crowdspring? I had some graphic work done on fiverr and it sucked, but it sounds like your budget is a little more reasonable

I've only had really good luck on fiverr (not for banners per se, but art for hire in general). I always sort by rating and only solicit the top rated ones that also provide samples of their work so I can see if it meshes with what I'm looking for.

I would just like to suggest to use square banners since they don't fall into the 'banner blindness' category. Banner blindness means people ignore your ads because they are in the shape of a banner. People don't look at banners, basically because they don't like being sold. You should strive to make your ads NOT look like ads.

To get more clicks, the ads should look as similar as possible to your site. You could incorporate them into the body of your article. Place them in the middle or at the bottom of an article.

Use the square ones about the size you'd normally see in a news article. People are used to paying attention to them.
