Pay Once Per Lead on Multiple Requests

I'm new to affiliate marketing and I'm setting up a Pay-Per-Lead program. Our website has no direct e-commerce sales, but contains forms for quote requests. We'll pay commission for new leads receive.
My issue is that some consumers visiting our website will submit multiple quote requests for different products. Since we're going to offer a large comission, I'd only like to pay once for each new lead.
Is this an acceptable affiliate marketing practice? Is it easy to implement?(I'm using ShareASale)
