tracking system redirect format?

I have a question: Why would a tracking system have a redirect format like the following, in which there is no question mark before "some_code"?
http://redirectdomain.com/some_code=x&somethingelse=y/[unencoded landing page url]
Hope someone can answer

in short, the web server can be configured to parse the URL and redirect to a script using parameters that appear to be part of the URL itself. It's done for many reasons, usually done for SEO purposes (so that search engines see each post as its own URL as opposed to the same script for multiple posts, for example).
So while there's nothing wrong with doing so, I'm afraid the why is ultimately at the discretion of the host and for them to answer.
