I would use a service like mailchimp to start out with. Last time I checked the service was free up to 2000 individual email addresses. They have great templates and tools for creating ads.
Some quick tips.
Don't make the subject spam looking, example: SALE!!!!!!!!!!!!!!!
Don't use too many images unless your audience already trusts you. Images are blocked by the email client and most people won't allow images if they don't know you.
Make sure you have a quick and easy to read message. Don't overwhelm the recipient with a bunch of information that deters reading. You have to grab attention quickly.
Mailchimp also has some great lessons and tutorials on how to create great email marketing campaigns.

already got some great advice on this one...good rule of thumb if you're having email templates made, don't venture too far from a width of 600 pixels or so, can go to 700 but anywhere in there you'll be good...
vert scroll not a huge deal, but be sure to get call to actions above the email fold...i personally don't like scrolling too much anyway, a good, consistent landing page will do more
andy has some good points on subject line and images, actually I just wrote a blog post about this recently
(some good bedtime reading material to put you to sleep)

MailChimp is great... and FREE! for up to 2000 subscribers, I think.
Check their TOS though because if I remember correctly, they do not like any affiliates or marketers to use their system.
Have a good day!
