Can't get groupon API key to work

I'm having trouble figuring out what to register for my API key.
I'm getting errors of 400 - invalid client_id.
I'm not sure what URL to use to register my API. Google maps just needed your domain. So if you wanted to test things locally you could enter http://localhost as your domain to get the key.
But the registration page for groupon say it wants the "Website URL" so does it need the full URL? Or is this just purely for groupon's info and the api key should actually work from any URL? Because it also doesn't show what URL the api key is registered for. I can't test locally or from a server as I get the same errors of invalid client_id. I've registered for new keys on my same account too, and so I now have three keys (which I don't get the point of why it does that).
