I have Dreamweaver CS3 as well.

Here's an article by Tripwire on online HTML editors:

I'm looking for low cost or free editors too.

There are a number of free html editors listed
on CNET's site. I haven't read all of the reviews.

I have been using MS Frontpage for many years and still using it. Last year I purchased MS Expression Studio 4 Web Professional recommened by Burgerboy. It is a much advanced web design software. I haven't fully grasped all the functions yet. Still like the easy use of my old MS Frontpage.

Me too, but after moving to Vista my old MS Frontpage didn't work anymore, so tried Notepad2 and I like it.

    flo's freeware - Notepad2

Notepad2 is 100% better than the regular Windows Notepad.

Yes I use to use Frontpage as well until I moved to Dreamweaver. I never looked at MS Expression Studio. I guess I have to look that one up.

Unless you are looking for some special features, Dreamweaver should be good enough. No?

I also use Dreamweaver, but also have Expression Web 2 from Microsoft. More often than not, I wind up using WordPress for sites. I've had Dreamweaver for years and will probably still be using it for many more years.

Notepad ++ if you simply like to code your site. Dreamweaver is top notch for in line visual editing and coding side by side.

I saw a review for openElement, a WYSIWYG HTML editor and
it looks promising for a free editor (but I have not tried it yet).

If you want your browser to be the design view and
you want a free open source code editor to edit
PHP, CSS, HTML and/or other languages, there's a new
code editor on the web called Brackets:

    Brackets

Brackets is a free and open-source editor built with HTML,CSS and Javascript. You may notice that it is also built using Twitter Bootstrap, which gives a great-looking and powerful framework to a pretty good editor. So far, it is available for download only for Windows and Mac systems.

Source: Brackets: Free Open Source Code Editor Built with HTML/CSS
It comes with a "handy-dandy vertical sidebar navigation menu" that lets you navigate among previously open files <<= That sounds good
There's live preview & quick edits; read here for more feature details:
Brackets: Free Open Source Code Editor Built with HTML/CSS

It sounds great except for one caveat:
Brackets is an amazingly useful and feature-packed editor, play with it to find more features that can suit your needs. However, note that it still can be a bit buggy at times as it is still in active development.
To do justice to this program, you should read Dylan Langlois's
review of this program in its entirety: Brackets: Free Open Source Code Editor Built with HTML/CSS

Dylan, the Editor-in-Chief of ThemeCrush, is a web developer and
designer who writes for @Envato and @DesignModo. You can follow
this talented designer on Twitter https://twitter.com/dylanbrendan for fantastic tips!
