Merchant with Fraudulent Last Click Policy

one of our biggest merchants just introduced a last click policy where every website, e.g Wikipedia etc can steal the sale.
They have the policy not written out, i just was able to see the algorithm they use via a friend who works there.
They wont give out a written statement either.
At the moment this leads to 80% cancellation rates with this merchants, one of our biggest ones.
Any ideas what to do?

Shoppers determine what has value and they like coupons. Stop manipulating who set the cookie just because you do not like coupon and promotional sites.
