Value of Paid Advertisements

I've been looking over becoming a featured program in ShareASale as well as paid advertisements on other networks. Obviously results cant be guaranteed so how do I decide if it is worth spending the money? How common is it for merchants not to get a return by doing this?

When it comes to ShareASale paid opportunities (to recruit/attract new affiliates) specifically, you may find this post/analysis of mine of help.
While that blog post is 3+ years old, we still see about the same click-to-signup conversion today.
