Measuring the influence: how should we reward publishers for their contribution?
With persistent perceptions that certain affiliates or, more broadly, affiliate types, are not receiving fair commission payments for their contribution to affiliate sales, alternative attribution models continue to be the source of much debate and consternation in the channel. With last click a standard across the industry since its inception however, what is the appetite to change a model that has worked when such little empirical evidence exists to say it’s fundamentally broken?

The US Congress has attempted to combine the Marketplace Fairness Act (MFA) and Internet Tax Fairness Act (ITFA) into one bill, (MITFA). The Dem-based plan appears to call for a vote after the November elections, so that “lame duck” Congress members won’t be hurt by their votes. The Internet Tax Freedom Act, which has banned collection of most state and local taxes on fees paid for internet access, will expire on Nov. 1, 2014, and its extension has been tied to the MFA in the US House. Illinois Gov. Quinn signed legislation designed to re-instate the click-through nexus tax in that state, effective Jan 1, 2015.
Texas is one state that does collect an access fee tax so having the modified bill pass would hurt that state. Washington Gov. Inslee is encouraging his legislators to support MITFA. The New Jersey Division of Taxation issued a notice that, among other things, does not provide relief for affiliates paid on a CPC basis.
