    "Insertion Order Proposed" by Merchant in Default
    I was very surprised to see that a merchant that had sent me a Proposed Insertion Order has a Funding Status of "Out of Funds, has "101 Clearing Issues", and whose campaign is listed as being in default.

    Shouldn't they be required to clear all this before soliciting for new affiliates?

    OK - here's an update.
    If an advertiser is in default, they cannot send out new proposals (recruit new partners). If they are not in default and send out a proposal but then go into default, all we can do is convey that information along with their historical clearing issues.

    I will say that some advertiser have chronic clearing issues but always pay their publishers. Some companies will not pre-fund their accounts so they have to request the funds from their finance department. The issue for them is the lag from requesting funds to pay partners and finance processing and paying the funds.

    I also received a response from the affiliate manager for this particular merchant and they have cleared their issues and are out of default.
