I don't know how silencing members by taking away posting rights on the 18th will make the forum more enticing and/or a deal more lucrative, but I don't own the forum so I don't make the rules.
I would think that a vibrant community would be more appealing to a prospective buyer.

an un-moderated forum is a liability, if they don't let people post it can't be misused & they can't be held liable for what is posted or failure to have a process in place to monitor content.Skip/Owner CCBerries.com

They already have moderators who work for free and an Admin who works for almost nothing.
My guess is that they have a lot of corporate overhead that gets charged against the forum and that the revenue the forum receives doesn't cover that overhead.
