cpa network re-direct non-US traffic to other offers(non-commissionable) is not fair to affiliates.
1. For CPC offer, a click is costing money, thus, i agree re-direct is more acceptable.
But CPA or CPS offer should not re-direct traffic at all.
2. There are many US persons access US sites from foreign ip addresses. ( working overseas or travel ) You make them frustrated when try to response to US advertisement or offers.
3. A better way to screen non-US traffic is mentioned clearly on your offer landing page that " this is for US Only ".
4. And i do not believe the traffic re-direct is working very accurately either, thereby blocking potential valid/targeted traffic and you do not know.

I agree with you. Didn't notice this yet, what merchants/networks are doing this?
