    OK to answer my own question - "Indy Library" is the user-agent tag assigned to the Delphi/C++ Builder suite of tools.

    The IP - looks like a spam bot - this is as far as I could get resolving it:

    Thanks Parentsworld. Actually on second look ... maybe it isn't a spambot. It did seem to "respect" my robots.txt and (again) went mostly for the Tiger Direct pages.
