    I wanted to open a new site and intend to put it on google, I wonder if a domain site will ranked higher than just a site on a sub directory? or it doesn't matter if it is a domain name or just a sub dir?

    A new domain with keywords will certainly rank higher than a subdirectory of existing site it site is unrelated to what you want to sell. However, I have had good success at getting sub-directories ranked highly by using keywords in the sub-directory name. Of course you have to optimise pages properly. I bet that my pages would rank higher if all I did was put them on a more appropriate domain though.

    All SEO things being EQUAL, a domain name site will generally rank higher. But good SEO can get a totally unrelated domain/subdirectory to rank higher than a less optimized page that has the exact search phrase in the domain name.
