There is a site, listed in, and has a PR5 ranking for their main page. Their links page, where my link will be, is listed on Google but has PR0.

My main page has PR5 and my links page has PR4.

Would it be any value to exhchange links with this kind of site?

My guess is that their link page is new. I've never seen such a thing as you're mentioning unless it's a new page that hasn't been crawled.

Looking at the cache can tell if it has or hasn't.

If I'm right, the link page will likely be a 3 or 4 (after crawled) depending on how much cascading is done before you get to it.
