Google is nowadays good at crawling dynamic urls...but its still better to use static ones.

If you dont have a choice use apache's rewrite module and .htaccess file to rewrite dynamic urls so that it *appear* Static

In your example the url becomes something like
    www.mysite.com/Bibler

"The Future belongs to those who believe in the beauty of their Dreams."

If you link it from a static page, I think it would be crawled. I think it won't be crawled only if you link to it from another dynamic page as well.

I am almost positive it will, I know in the case of ASP it would for sure, for example if it was http://www.mysite.com/file.asp?name=Bibler, it would be no problem.

But this will be a problem:
    http://www.mysite.com/file.asp?name=...123&bhj=100235

Basically more than 2 parameters is no good with mighty Google
