Well, the highest keyword density I've ever seen in a top ten page in Google was 66% for a two word phrase. Keyword density is one of those things that is worth being aware of but there isn't a set figure or range that will get you ranks all the time.
I try to keep on-page density under 10% with 100% keyword density for incoming links and an exact match between anchor text and the first 3-4 words of both the title and h1 tags, plus the same phrase towards the start of the first two paragraphs. Works for me.
