For any given CJ advertizer that permits an affiliate to use Adwords ads to promote that merchant:
Are the ads themselves supposed to use one of the text links verbatim from the merchant links, or is the affiliate permitted to compose their own ad?

You have to adhere to Google AdWords editorial guidelines but you can pretty much create your own text as far as I know (unless a merchant insists on something specific). A lot of merchants do have restrictions on the use of their trademarks so you better check beforehand. You also do have to indicate the word "affiliate" (or an abbreviation) at the end of your text. Don't worry, if you are doing something wrong, Google will soon pull your ad and send you an email to tell you what you have done wrong. I learned the hard way but I think I've pretty much got the hang of it now.
