On the ftp access page some programs say 'Low Funds'. Is it worth making a store for that program and risk the site having no funds in the future, or do they usually get funds added and lose that message? About what are the odds of those sites runing out of funds?

All depends on the company. I've seen companies have low funds that quickly rectified the problem and have been fine. I've also seen some companies go "poof" shortly after the low funds posting. I would just give other merchants top priority and wait until you see what happens.

It does depend a little on the company... most put funds in when it reaches their low level...but others do not. We are working on some upgrades to this overall system as everyone seems generally confused by our Offline/Low Funds system... I'll see if I can clear that up.
    Thanks,
