I understand, that you don't want to do what CJ did and pay tiered commission for (affiliate) referrals.
What I do not understand is, that you do not pay for merchant referrals. We get asked frequently about affiliate programs, what it is, what the benefits are and what to do, where to go etc. etc.
Make a form out of this page
or better create a landing page where the visitor can choose if he is a merchant or affiliate and track the affilate who referred the merchant or affiliate to that page and pay a commission if the merchant who starts the program contacted you via this form and a lead commission (a few bucks) for referred affiliates.
You might want to pay the lead commission for recruited affiliates when the affiliate had it's first transaction to reduce the amount of bogus sign-ups (because it will happen, if you have a simple pay-per-lead commission for every new affiliate account).
Just my 2 cents.
You have the tracking technology available , so the only decision you have to make is either to do it or not to do it.
The demand is there. So why not?
If you can't move things, try harder!
